
Chip sealing is when a crew applies a thin surface layer to a gravel road. The surface layer consists of small stones placed on top of an asphalt emulsion, which has been sprayed on the gravel road surface. Chip sealing provides an all-weather road surface that is sealed, waterproof, dust free, and has good traction. Although the treatment is expected to last four to six years, the length of effectiveness depends on the strength of the base material under the road, weather conditions, and traffic.

What Is a Chip Seal?
Chip seal is a pavement surface treatment that combines hot liquid asphalt with a layer of crushed stone. Applied over existing pavement or compacted base, it’s ideal for rural roads, driveways, or areas needing improved traction. Chip seal is valued for its affordability and speed of application, projects are often completed within a day.
Pros: It costs up to 50% less than asphalt, offers excellent skid resistance, and uses fewer raw materials, often incorporating recycled stone.
Cons: The surface is rougher and noisier, loose stones may appear initially, and its lifespan is shorter, typically 7–10 years, making it best for lower-traffic applications.
While the City had to redo its last attempt to renew the St. Anne’s Road chip seal surface, it is still in use on Creek Bend Road’s twin to the north, John Bruce Road (west of the Seine River) and on Prairie Grove Road to the south.
Is chip seal a low-cost interim solution that would allow for at least some rural Creek Bend Road improvements (such as sewer and water lines) until a developer arrives to pay for the studies and surface water drainage infrastructure that the City will not finance? An important question is who should pay for the temporary fix, local landowners or the Qualico consortium?
