Hello South Royalwood Group,
Individual condo board representatives on the CBRA board will be updating their respective boards on recent developments regarding Precinct K (South.) Besides being the CBRA Chair, I am also the representative for Creek Bend residents who live east of the Seine River.

The CBRA now has a brand-new website for non-Facebook users (our more formal website).
Local ENGO Save Our Seine will also be meeting with the development team later this week. The developer hopes to meet this December with major stakeholders such as the Louis Riel School Division, CPKC railway, and with various City departments, including Parks.
As you may know, Qualico has purchased almost all of the historic Smith Family Farm. This is the land that they will be developing over the next decade west of the CPKC tracks. Any timeline on any phasing has not been shared as of yet. While Qualico and others will be doing most of their future residential development in South Fraipont, South Royalwood will be partly developed as well.
There is still no word as to when the Sampson Lands to the north of Smith Farm will be put forward for a development application. The Sampson Lands are not owned by Qualico. They will not be part of this current DASZ application for subdivision and rezoning.
At this time, it is unknown if the developers will be utilizing Creek Bend Road for their future underground utility installations. There was no implicit plan mentioned regarding upgrading rural Creek Bend Road with complete City services at this time.
A transportation study is currently being made by WSP. More will be known afterwards about a potential timeline for the construction of the Warde Avenue Bridge over the Seine River. With the timely reconstruction of the Creek Bend Road Bridge, it may, at least initially, be the only western exit for the development (and by extension for all of Precinct K and points east.)
Luckily, the Creek Bend Road/St. Anne’s Road intersection will get its new traffic control signals and road splitting before that time, in 2028.
South Royalwood residents and others will be able to meet with the developers and their representatives at a public meeting in January 2026. There will an opportunity to complete an online survey after the meeting (e.g. SurveyMonkey.)

There will be a second public meeting in early March after suggested changes are incorporated into the application. Check the Landmark website on that day to see their second PowerPoint.
The developers may submit their DASZ application to the City of Winnipeg Riel Community Committee as early as April 10, 2026. If approved, construction of water retention ponds and the installation of large underground pipes could begin as early as late 2025/early 2026.
