Executive Committee Meeting
13 May 2026, 7 p.m.
Held at 115-1185 St Anne’s Rd
Present: Dave Watson, Rick Dobel, Monica Girouard, Ray Temmerman
The meeting was called to order at 7 p.m.
It has been some time since a meeting was held, as a number of the Executive have been away at various times over winter. The first order of business then was to look back at what CBRA has been involved in, and what had been achieved.
Some issues the CBRA has been involved in achieving are:
- AT Trail & sidewalks
- Building of Creek Bend bridge
- Tripling of access from Creek Bend Rd to St Anne’s Rd
- Change of lights at St Anne’s & Perimeter
- Changes in access to 1269 St Anne’s, through a change in curb-cut locations.
Other issues which are of concern to condo Boards and Owners are:
- Safety (esp Oxbow condos)
- Bus stop (need to move the buses to the turnaround when they are not loading or unloading passengers. A reason for this is that buses parked where they presently do is limiting the remaining width of the road, making traffic flow difficult past them.
- Need to move the bus stop toilets to the turnaround.
- Garbage around the bus stop area
- Garbage gathering around the parking lot by Aimes Road Bridge.
One of the aims of the CBRA is to make a larger voice that can organize so we do not have to take on things on our own. Things such as:
- Advocacy
- Lobbying
- Issue sharing so we can not only know more what is going on in our community, but more of us can add to the voices calling for action.
180 Creek Bend Rd:
It appears Amit Bindra and Keith Jordan are still the principles for 180, though Geoff Milnes (Progressive Realty) is now the builder of record and General Contractor.
Given the safety issues that are arising in the area, a gathering has been scheduled for May 28th for the Winnipeg Police Service to present the Neighbourhood Watch program to representatives from our various member condo boards. (Private event) Currently, as the Board of The Legend has chosen not to participate as a member in the Creek Bend Residents Association, there will be no representative from that condo corporation. Hopefully that decision may be reversed in the future, and The Legend become a full member of the CBRA.
It was suggested that, as the member condo boards take up participation in the Neighbourhood Watch program, the Winnipeg Police Service may be willing and able to do a Zoom explanation meeting so Owners of member condos may all be apprised of the program, and so helping member representatives share information with their Owners not only on how the Neighbourhood Watch program can help keep us all safe, but also how each of us can play our part in that safekeeping.
We all need to keep an eye on things and share with each other. The creekbendboard@creekbendra.ca email listserv should be a good way to do such sharing, as it goes to all representatives of all member condo boards.
We can begin letting people know, through the FB site and the website, that The Legend is currently not a member of the CBRA, and so does not have representation at the table.
It was decided that a third person, the Treasurer, should be added to the list of CBRA members who have signing authority on cheques and legal documents. A meeting of the Board will be called in the near future, at which the following motion will be presented for passage:
Moved: Rick Dobel, Dave Watson. That the President, Vice-President, and Treasurer be granted signing authority on behalf of the Corporation, with any two of those three be sufficient to make deposits, sign cheques and legal documents.
Ray will discuss with Shirley Single when the common room at The Woods is available in the next two weeks so we can have a meeting of the full Board as an update to activities. Once available dates are established, Ray will create and distribute a Doodle poll to all Board members, to aid in selecting the date available to most members.
Condo Boards who have not yet submitted their cheque for annual dues are encouraged to do so, making their cheque payable to ‘Creek Bend Residents Association’, and mailing it to 245 Creek Bend Rd, Winnipeg MB R3X 1V9
The fees for membership are kept low, at only $5 per ‘door’ per year. Fees can be kept this low because
- All work done on behalf of the CBRA is done on a voluntary basis, e.g.
- Calling and chairing meetings
- Distribution of Minutes and other information
- Administering the creekbendra.ca website
- Administration of mailing list for communications between member condo boards.
- Fees need cover only the basic costs of running the organization, e.g. costs of
- hosting the creekbendra.ca website,
- Executive liability insurance (as statements made by the Executive may at times generate some pushback from the powers that be as well as others who are not happy with what they are hearing and reading),
- postage, etc.
