The last Precinct K public meeting to be given before the anticipated December Riel Community Committee rezoning and subdivision meeting was held in Southdale on Wednesday evening. There are no public buildings in Bonavista available to accommodate such meetings. Local Councillor Brian Mayes (picture provided) attended the meeting. He told attendees that we will have to wait until next Monday to find out if he will be running for re-election this fall and therefore eligible to vote at the December Riel CC meeting.
There were attendees from the CBRA, Save our Seine and OURS-Winnipeg at the meeting. The community has been well represented through the consultation process to date. We will all have to wait for 6 months to see the final vision for the new Precinct K South residential development. It has no official name yet. I like the name Sage West. (You are probably too young to get the joke.)
While there were no changes made to the display boards showing the detailed map of the planning area, we were told that at Public Work’s suggestion the Melnick Road access to the east will be moved somewhat north to create a more direct route to Rue de la Seigneurie. The road connection will now be combined with the AT pathway as well.
Qualico indicated that it will provide full city services to its lands along Creek Bend Road west of the Southside Drive extension. It still hopes that it will not to have to pave Creek Bend west of the new collector road. Qualico will donate some of its land found between the railroad tracks and future Southside Drive to the City to accommodate the wider collector roadway width.
Qualico intends to convey the narrow flag lot driveway currently servicing 265 Creek Bend Road to the city as a new public lane. Qualico believes that this extra access roadway will allow them to build an eyebrow cul-de-sac quite longer than normally allowed south of the Smith Farm coulee.
SOS had requested that the planned AT pathway on Creek Bend Road in South Royalwood be moved from south of the road to north of the road. Qualico indicated that it has no objections to this change. Public Works will have the final say if the change can be made.
Qualico insists that dry ponds are a good substitute to traditional or naturalised wet ponds. SOS still seems to need more convincing on this.
Traffic engineers in attendance stated that their traffic counts were not predicated on a future CPKC railway crossing at Warde or a new Warde Avenue Bridge over the Seine River. While they think that two lane roundabouts, new to Winnipeg, would accommodate future Warde Avenue traffic, they felt that two new traffic lights is probably a far less controversial recommendation.
They did not study or recommend any new traffic lanes on the already built urban Creek Bend Road. They did not study any future traffic flow into the Creek Bend community from Qualico’s future Sumka residential development in the next decade.
They take the future Creek Bend Road signalized intersection at St. Anne’s Road as a given. (Construction 2028)
