The two new city councillors elected to the Riel Community Committee will preside over public hearings at their first Riel CC council meeting to be held on November 17th. Two separate DASZ applicants appearing before them are submitting applications for the suburban development of farm lands belonging to Qualico and others in the Precinct K SE Winnipeg rural area.
West of the CPKC Emerson Line in South Royalwood, the subdivision and rezoning map as shown differs little from the concept map shown by Landmark Planning to the public last summer. Some street changes are shown in Fraipont east of the tracks. Greater detail is naturally shown for the initial Phase 1 to be built in the eastern part of the subject lands. The four roadway options considered for connecting Melnick Road to the new community are not highlighted. (Possibly Options A, B C and D.)
While the locations of the two new public school lots may be guessed at, they are not defined.
The proponents for the separate DASZ submitted on Creek Bend Road have not met with either Save Our Seine or with the CBRA. They do not appear to be offering up any new park dedication lands to the City. The standard 10% parks dedication fee will therefore apply for their improvements.
The R1-E Estate lots once proposed for the lands immediately east of the Smith Farm Coulee are now advertised to be rezoned as R1-Large. (Block 37) This allows for smaller 5,500 sf lots with 4-foot side yards.
Surprisingly, the R1-E lots mandated by the City for the original Smith Farm homestead (Block 38) will be rezoned back to their original RR-5 zoning. This may allow Qualico more flexibility in incorporating lands from adjoining private properties into their high-end Estate-area community should the opportunity present itself.
Local ENGO Save Our Seine may be disappointed that Active Transportation trail linkages for the future riverside north-south linear parkway are still not defined. Despite that, the good news is that most if not all of the river forest seems to be protected as City-owned PR1 Public Reserve land.
Still unknown is any future plans for the Guertin Lands on Melnick Road. Now home to the First Student Canada school bus fleet, a roadway stub is provided should they chose to develop their lands as residential lots.
The Sampson Lands, future multi-family lands to the north, are still publicly for sale.
There are no known plans to develop riverside lands south of Creek Bend Road and west of Sioux Road West. Is this to be the new “Precinct K South” greenfield?
The urban Creek Bend condo community west of the Seine has still not seen traffic studies for the improved Creek Bend Road. The CBRA has yet to formally respond to either of the two new DASZ applications.
Expect public announcement signage for the Riel CC meeting to be installed in the area sometime this week.
